GARDEN CITY LIBRARY PUBLIC POLICIES
In order to ensure patrons of Garden City Public Library access to and use of Library facilities in a quiet, orderly, peaceful and safe atmosphere, unhindered and undisturbed by the disruptive actions and behavior of othe rs, the following policies have been adopted by the Garden City Public Library Board.
Under the Garden City Public Library Mission statement, patrons of the Treasure Valley LYNX! Consortium may expect free access to current information and resources for all people in order to fulfill the ir educational, recreational, and social needs. Adopted by Board of Trustees 07/11/2007
A. Patrons are welcome to use the library, its materials, equipment and facilities, in a manner and to the extent consistent with the library’s mission. Patrons whose conduct is inconsistent with the library’s mission will be encouraged to conform the ir behavior or asked to leave the library. See Unattended Children and/or Disruptive Behavior Policy, Appendix “A”
B. In particular the following is prohibited:
a) Bringing any dangerous or perceived dangerous weapon into the Library, except in the case of law enforcement officials. b) Any criminal activity. i) No illegal act or any conduct in violation of federal, state or local law, ordinance or regulation will be tolerated on Library property. ii) Any person who intentionally damages and/or defaces Library materials or attempts at the ft “shall be guilty of a the ft” and punishable as provided in Chapter 24, title 18. Refer also to Idaho Code§ 33-2620.
3. Engaging in behavior which is disturbing to othe rs.
4. Bringing an animal into the library, othe r than an assistance dog for a physically disabled person. Exceptions maybe made at the Library Director’s discretion.
5. Using of cellular telephones and/or othe r electronic devices must be considerate of othe rs by turning ringers off, and confining the ir telephone conversations to the vestibule. Unattended Children and/or Disruptive Behavior Policy, Appendix “A”
6. Soliciting is not allowed in the Library, except as authorized by the Library Director and the Library Board. This policy applies to campaigning, petitioning, interviewing, survey taking, soliciting for contributions or panhandling, selling, etc. Leaflets and/or notices for posting or distribution must be approved in accordance with the Library policy. 7. Loitering, sleeping or harassing patrons or staff. Unattended Children and/or Disruptive Behavior Policy, Appendix “A”
8. Consuming food or beverages in public areas of the library is discouraged but left to the discretion of the Director.
i. Food and beverage are prohibited in computer areas.
ii. Alcohol or illegal drugs may not be brought onto the Library premises, nor may persons under the influence of eithe r be in the Library premises.
9. Smoking in the library.
10. Bringing into the library large bundles, packages or personal property which cannot be stored under a study chair or carrel surface.
11. Being without shirt and shoes in the library.
12. Using roller blades, skateboards, riding scooters, or bringing bicycles inside the library.

Any library staff member observing a violation should enforce the policies by asking the patron to conform the ir conduct to the requirements of this policy. If the patron refuses, staff may ask the patron to leave the library; when appropriate, and/or call the Garden City Police to assist the matter. An incident report should be filled out as appropriate. At the Library Director’s discretion a patron may have the ir library privileges revoked.
Garden City Code 2-2-4B, allows the Library Board to “establish policies and rules of use for the governance of the library; to exclude from the use of the library any and all persons who violate such rules." (See also Idaho Code § 33-2607)
